THE
STATE OF ILLINOIS E911 LAW

The Emergency Telephone System Act

Centrex type service, private branch exchange service (PBX), and key telephone systems or equivalent registered with the FCC under 47 C.F.R. Part 68 and connected to Centrex or a PBX, need to provide 911 service equipment for switched local network connections or 911 system access to business end users through a PBX. This law does not pertain to Key systems that are not connected to Centrex and PBX.

According to Ameritech, this requirement can be supported in several ways.

They are:

  1. Centrex
  2. PBX with ISDN PRI station ANI (automatic number identification) capability.
  3. PBX adjunct hardware to support ANI (automatic number identification).

For a charge, Ameritech will provide:

  1. Ameritech 911 Locator ID software (includes encrypted security) or
  2. Ameritech 911 Locator ID file transfer documentation.
  3. Ameritech 911 Locator ID training package.
  4. Telephone access to update station information on the 911 database.
  5. Ameritech 911 Locator ID database.
  6. DID numbers.

Ameritech 911 Locator ID is an enhancement to E911 that allows PBX users to interface with the E911 database to provide address and location information for the stations that operate behind their switch. Information is then processed by the Ameritech E911 database to provide ALI and Selective Routing information for the E911 system.

The PBX customer is required to create a database or file with the address and location information for each number associated with their telephone service that can access the 911 system in their community. This information is created and managed by the PBX customer. Information is electronically transmitted in a specified format to the E911 database for processing. Security provisions limit each customer’s access to only those records associated with their services. Ameritech’s E911 database keeps changes that come through the normal service order process from affecting information supplied by an Ameritech E911 Locator ID customer. PBX customers must be connected to an Ameritech E911 network to forward ANI.

The MERLIN LEGEND Communications System and MERLIN MAGIX Release 1.0 System can connect through ISDN PRI and send the ANI required by Ameritech.

The MERLIN LEGEND Communications System and MERLIN MAGIX Release 1.0 System can send either a station (extension) identification (SID-ANI) number that is defined by the internal dial plan of the MERLIN LEGEND® Communications System and MERLIN MAGIX Release 1.0 System where the call originated (extension only), or billing number information (Line Telephone Number), or both (Base Number with Extension).

If the MERLIN LEGEND Communications Systems and MERLIN MAGIX Release 1.0 Systems are networked, then an ISDN PRI is required at each location to the Ameritech Central Office (This ISDN PRI is in addition to the networking ISDN PRI).

The MERLIN LEGEND Communications System and the MERLIN MAGIX Release 1.0 System supports certain types of Central office equipment.

They include:

  • Avaya, Inc. 4 and 5 ESS.
  • Nortelâ DMSä 100 Generic BCS 36 for local exchange carrier services.
  • Nortelâ DMSä -250 Generic MC107 serving MCI network.
  • Digital Switch Corporation DEX600E Generic 500-39.30 serving the MCI network.

Check with your local carrier for Central Office type. However, Avaya, Inc. , Inc. will not be responsible for any non-Avaya products or services connected to Avaya products, or for the actions of non-Avaya personnel.
